Auslöser hierfür waren die Ereignisse im russisch-japanischen Krieg, insbesondere die Seeschlacht von Tsushima am 27.-28. Mai 1905. Die Kaiserliche Japanische Marine zerstörte 21 russische Schiffe und schaltete damit die russische Seemacht aus. Einige Marinen leiteten aus Tsushima die Erkenntnis ab, dass der schweren Artillerie in einem Seegefecht die einscheidende Rolle zufallen würde.
