Počátkem roku 1943 sestavil generál Henry (Hap) Arnold, velitel amerických leteckých armád, skupinu význačných civilních specialistů, kteří měli analyzovat německé hospodářství a doporučovat zásadní cíle. Tato Poradní komise k bombardování došla k závěru, že by Spojené státy měly cílit na německé továrny na kuličková ložiska, protože ta byla základním prvkem při výrobě letadel. A centrem výroby kuličkových ložisek v Německu byl Schweinfurt.
